Ozone Depleting Substances
Overview
The ODS Unit is mandated to implement Fiji’s obligations under the Montreal Protocol on Substances that Deplete the Ozone Layer and the ODS Act 1998 (Part II; Sections 8(1), 8(2), 9, 10, 11). The Unit ensures the protection of the ozone layer, supports sustainable development, and guarantees compliance with national and international environmental standards.
Our Objectives
1. Enforcement of ODS Legislation
The ODS Unit enforces the ODS Act 1998, ODS Amendment Act 2020, and ODS Regulations 2010 by:
Inspecting and monitoring the use, import, export, and storage of controlled substances.
Administering the licensing and permitting system for controlled substances.
Conducting audits on the management and usage of controlled substances.
Performing surveys, assessments, and analyses on consumption rates of controlled substances.
Advising on ODS alternative technologies introduced into the local market.
Promoting public and industry awareness of responsible ODS management.
2. Policy Implementation and Review
The Unit implements and reviews policies and action plans under the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol, including:
Compiling and reporting national data on ODS and HFC consumption to the Ozone Secretariat.
Conducting consultations, feasibility studies, and technical assessments to support informed policy-making.
3. Multilateral Fund Projects
The Unit executes projects approved and funded by the Multilateral Fund, such as:
Institutional Strengthening (IS) Project
HCFC Phase-out Management Plan (HPMP) Project
Preparation of Kigali Implementation Plan Project
Development and maintenance of the National Inventory of Used or Unwanted Controlled Substances
Through these initiatives, the ODS Unit ensures compliance with international obligations, facilitates the adoption of safer alternatives, and contributes to Fiji’s environmental sustainability objectives.

Supporting Documents (Mandatory Pre-requisite Training)
Good Practices in Refrigeration Training (GPR) certificate: Required for License to Handle Controlled Substances.
Australian Fumigation Accredited Training (AFAS) certificate: Required for License to Handle Controlled Substances, especially Methyl bromide.

Processing Time: All applications take 14 days of processing.
Payment: Cheques/Online Banking should be made payable to the Ministry of Environment Trust Account.
Final Approval: Permits and licenses are sighted and endorsed by the Director of Environment and SEO-ODS.
