Carbon Markets Unit

The Carbon Markets Unit within the Ministry of Environment and Climate Change supports the development and coordination of Fiji’s carbon markets work, in line with Part 10 of the Climate Change Act 2021. The Unit provides policy, technical, and coordination support across government and serves as a focal point for matters relating to carbon markets governance, regulatory development, and public awareness.

Part 10 of the Climate Change Act 2021 provides Fiji’s legal framework for any engagements in carbon markets related matters, including the regulation of emissions reduction programmes, projects, and activities, participation under approved standards and international market approaches, and measures to support transparency, environmental integrity, and alignment with national interests. The Unit supports the progressive operationalisation of this framework, including the development of regulations, supporting instruments, and institutional arrangements required for implementation.

Key areas:

• Supporting the development and operationalisation of regulations and related instruments under Part 10 of the Climate Change Act 2021.
• Strengthening whole-of-government coordination on carbon markets
  Providing policy, technical, and coordination support on carbon market-related issues.
• Supporting awareness and understanding of Fiji’s carbon markets legal framework, including the role of Part 10 in regulating emissions reduction programmes, projects, and activities.
• Supporting the development of implementation pathways, governance arrangements, and institutional systems relevant to carbon markets
  Promoting approaches that uphold environmental integrity, transparency, safeguards, and alignment with Fiji’s national climate and sustainable development priorities.
• Supporting engagement with relevant stakeholders, partners, and institutions to strengthen national understanding and capacity on carbon markets

Current Programmes and Priorities:

• Supporting the completion and operationalisation of Tranche 1 of Part 10 of the Climate Change Act 2021.
• Supporting the progressive development of subsequent Tranches of Part 10 regulations, instruments, and institutional arrangements required for implementation.
• Strengthening public and stakeholder awareness of Fiji’s carbon markets
• Supporting the development of national processes and governance arrangements for carbon markets
• Supporting the integration of safeguards, transparency, and integrity considerations within Fiji’s carbon markets
• Advancing institutional readiness and coordination for the implementation of Fiji’s carbon markets legal framework.
